The 11th digit of the VIN is supposed to be the manufacturer specific assembly plant. My Sandero is a 9. It would be interesting what number the Indian and Romanian Dusters have in that position

Forget that it appears to be applicable to North America only EU codes have a different format.

Rust around door seals can often be caused by the metal clips that hold the rubber strip in place corroding and bleeding onto the paint. I would check if it can be rubbed off.
